Salud Para La Gente (SALUD) provides high quality, comprehensive and cost-effective medical, dental, behavioral health, optometry and other services to underserved, low-income communities in the Monterey Bay area, including Santa Cruz and Monterey Counties. SALUD began in Watsonville in 1978 as a storefront free clinic, and is now a Federally Qualified Health Center. With 4 health center sites, school-based health centers and over 400 employees, we provide high quality services to patients of all ages.
Under the supervision of the Chief of Clinic Operations, and in collaboration with Salud’s Incident Commander or other program directors, the Program Manager develops and implements program activities including protocols and procedures ensuring successful delivery.
Develops and ensures successful implementation of program activities, including successful delivery of services.
Monitors and analyzes patient outcome and quality assurance measures to assure program effectiveness including adherence to community and national standards.
Tracks, reports and leads quality improvement activities to improve program related operational, fiscal, and clinical performance.
Ensures systems and processes are in place to monitor and evaluate workflows and performance measures.
Uses performance data and best practices to support continuous improvement in quality care and increased clinic efficiency across all Salud sites.
Develops and maintains protocols, policies and procedures. Develops and delivers training and disseminate information to implement new services or changes to existing services. Coordinates and creates training content and curricula that supports consistency of application in pediatrics across Salud.
Supervises assigned department staff.
Assists in the management of ensuring compliance of Salud’s clinical practice standards.
Provides site supervision at clinics. Ensures adequate clinic resources, staffing, flow, and support to provide excellent patient care.
Develops and disseminates meaningful performance data to staff to meet data-driven goals by means of dashboards, training, reports, and other applicable communication mediums.
Ensures program compliance with internal and external regulations; supports audits by external entities. Adheres to regulations and requirements, including Central California Alliance for Health, Medi-Cal, California Department of Public Health, Santa Cruz County Public Health Department, , and Salud Para La Gente’s Policies and Procedures, etc..
Responds to patient complaints and incident reports. Documents, researches, and resolves incidents.
Participates in administrative planning activities, including but not limited to: budgeting, audits, and strategic planning.
Consistently adheres to and/or exceeds SPLG’s communication guidelines and expectations with patients, peers, and supervisors.
Collaboratively works with patients through SPLG’s communication guidelines to positively affect their health outcomes.
Knowledge of: community health center operations; health care delivery systems administrative practices organizational principles and procedures, health information technology including electronic health record systems; customer service and patient centered health home principles; and government funding regulations and reimbursement policies.
Ability to: comprehend and interpret complex regulations and guidelines; plan, direct, evaluate, and improve clinical operations; perform job duties accurately, effectively, and in a timely manner; work effectively with staff, patients, public, and external agencies, use and train on standard technology systems such as Microsoft Office and electronic health record systems; write and speak effectively; make group presentations; maintain absolute confidentiality; communicate effectively and respectfully with people from different racial, ethnic, and cultural backgrounds and lifestyles, demonstrating a knowledge and sensitivity to their needs; maintain effective and collaborative working relationships with agency staff, clients, other community agencies, revenue sources, and the public.
Bachelor’s required; Master’s in public health or public policy/administration preferred
Health or social services operations experience in an administrative and supervisory capacity, preferably a community health center or public agency, preferred
Strong supervisory skills required
Excellent written and oral communication skills
Bilingual Spanish/English strongly preferred.
Possession of a valid CA Driver’s license and insurance.
Standing, walking, sitting, typing, reaching, bending, moving and/or lifting up to 50 pounds.

We began in Watsonville, CA, in 1978 as a storefront “free clinic”, and became a Federally Qualified Health Center (FQHC) in 1992. Today we are a primary health care network with 12 clinic sites and continue to provide high quality services to patients of all ages.
